PM national relief fund is the fund which collected for providing support to people affected by natural and manmade disasters. Natural disasters covered under this include various cyclones, floods earthquake, etc. manmade disasters like major accidents, riots, acid attack, etc. for the treatment like cancer, kidney and heart transplantation, heart surgery for that purpose this fund is also used.

PM CARES, or prime minister’s citizen assistance and relief in emergency situation fund have been set up as a public charitable trust, and these funds used for the fight against covid-19.


In pursuance of an appeal by the then prime minister, Pt. Jawaharlal Nehru January 1948, Prime Minister’s National Relief Fund was established with a public contribution to assist displaced persons from Pakistan. The fund consists entirely of public contribution and does not get any budgetary support.

In order to mobilize efforts in the fight against the coronavirus pandemic, Prime Minister Modi announced the formation of PM-CARES, for those willing to donate to India’s war against COVID-19. Both funds consist entirely of public contribution and do not get any budgetary support. Both funds recognized as a trust under the income tax act 1961.


  • The Prime minister is the chairman of PMNRF and is assisted by officers/staff on an honorary basis.
  • The Prime minister is the chairman of PM CARES trust and its members include-
  1. Defense Minister,
  2. Home Ministers,
  3. Finance Ministers.
  • The disbursement out of the fund is made at the discretion of the prime ministers, and in accordance with the prime minister’s direction.


  • Prime Minister’s National Relief Fund was established entirely with public contribution and does not get any budgetary support.
  • PMNRF accepts voluntary contributions from individuals, trusts, companies, and institutions.
  • The resources of the PMNRF are utilized to render immediate relief to families of those killed in natural calamities like floods, cyclones, and earthquakes, etc.
  • Assists partially to defray the expenses for medical treatment like heart surgery, kidney transplantation, cancer treatment of needy people, and acid attack.
  • PM CARES objectives include undertaking and supporting relief or assistance of any kind relating to a public health emergency or any other kinds of emergency which arrives in the fight of covid-19.


  • PMNRF accepts only voluntary donations by individuals’ institutions.
  • Contribution flowing out of budgetary sources or from the balance sheets of the public sector undertaking is not accepted.
  • At the time of natural calamity of devastating scale, prime ministers make an appeal to the donation to the fund.


  • A separate fund for covid-19 relief would encourage more people to contribute to the fund because everyone is impacted by the corona various outbreak.
  • One can donate as low as Rs 10 in the PM CARES fund while the minimum one can donate in PMNRF is Rs. 100.


PM CARES will get section 80 G tax benefits; it is not clear that 100% deduction. But donations under PMNRF under section 80 G are eligible for 100% tax deduction. For example, if anyone donates Rs 100 in PMNRF then his 100 rupees deduct from his income tax.
