Indian Farm Reforms 2020 Part – 4

Prime Minister Narendra Modi led the government’s promise farmers to double income by 2022 and passed these bills at parliament in the favor of farmers 👨‍🌾 but farmers are opposing bills which create clashes. Farmer’s Produce Trade and Commerce (Promotion and Facilitation) Act, 2020: –

This act facilitates farmers to sell their agricultural commodities anywhere (outside trade area) in India. The act prohibits state governments from levying any market fee or cess on farmers, traders, and electronic trading platforms. Iss act ke तहेत electronic trading ki permission दी गई है l Jisse agricultural commodities ki online buying and selling directly की जाएंगी l The stance of farmers: – • MSP for agricultural produce will lose its power slowly which leads to the end of MSP. • Many laborers are working in APMCs and the act will create APMCs in danger as In Maharashtra around 100-125 market committees in Vidarbha and Marathwada regions have reported almost no business and are on the verge of closure after the central Ordinance was announced. • If electronic trading 📱 is allowed then what will happen to ‘E-Naam’? The stance of Government: – • MSP will continue as it is like before. • APMCs will never be in danger. • Farmers will get more options to sell commodities. • ‘E-Naam’ will continue as it is like before.

Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020: –

The Government asserts that the Act helps protect farmers engaging with Agri-business firms, processors, wholesalers, exporters, or large retailers for farm services and sale of future farming produce by a mutually agreed lucrative price framework in a transparent manner through a contract. The Act provided for a three-level dispute settlement mechanism by the conciliation board, Sub-Divisional Magistrate and Appellate Authority. The agreement had to provide for a conciliation board as well as a conciliation process for the settlement of disputes. The stance of Farmer: – • Private entities aur farmers की dispute me farmers ko problems create हो सकते हैं l Indian farmers are belonging to the rural sector where they are not that literate and private entities were the appellate authority which prevents farmers from moving the court 👨‍⚖️. • Farmers will unable to decide the price of the produced commodities. • Farmers who have small land will unable to do corporate farming which will lead to exceptional problems. • Big corporate entities will focus more on profit than farmers. The stance of Government: – • Farmers are free to take decisions on corporate farming. • Farmers are free to decide the prices of their agricultural commodities or produce. • 10,000 Farm Producer Groups will create in the whole country. • From groups farmers will unite. • Farm Producer Groups will help to decide prices of agricultural commodities.

Essential Commodities (Amendment) Act, 2020: –

The Act allows for the center to regulate food items through essential commodities. And also requires that imposition of any stock limit on agricultural produce be based on price rise. The stance of Farmers: – • Big corporate entities will stock essential commodities to fluctuating prices. • Hoarding will increase and the price will increase artificially. The stance of Government: – • Problem of Agricultural waste will come to end. • Farmers will free to produce vegetables like Onion 🧅, Potatoes 🥔, etc. • Prices of Onion 🧅, Potatoes 🥔 will be decided by farmers. Solutions on dispute: –

1. Legalization of MSP = Government must work on providing assured MSP not only in APMCs but also outside by making MSP legal. 2. Increase spending on Agriculture = Government agriculture sector me spending को बढ़ाना होगा जिससे हम agriculture sector me aur development ko establish कर पाए l 3. APMC ke limitations ko dekhte limitations ko दूर करने का काम government ने focus karna चाहिए jisse farmers के liye one stop solution provide हो सके l 4. Government should focus on creating a strong and huge network of APMCs. 5. Lockdown me अपने घर return आने वाले workers ko farming के लिए guide करना होगा, jisse miggression ki samasya dur ho सकती है l Finally iss issue ko government कैसी handle करती है वह dekhna hoga. Government act me अगर amendment karti है तो हम Indian Farm Reforms 2020 ka part 5 bhi present करेंगे l जिसमें situation me changes ham aapko बताएंगे l So aapko यीशु समझ में aaya hoga यह आशा करता हूं l तब तक Happy Reading….
